      Reinforce the Minnesota Valley NWR Visitor Center
      as an Upper Midwest "Center of Excellence" for
      community-based environmental outreach programs.

      The US-FWS National Wildlife Refuge (NWR)
      remains a Bloomington, MN "best-kept secret" for
      building education-based ecological awareness.

      Already developing an innovative Elderhostel Program
      Able to certify volunteers as NWR Interpretive Rangers?
    4. Proposed / Solution

      Use appropriate Internet web-enabled visual learning programs
      to enhance richness of existing programs and
      to extend global reach of this community resource.

      Use collaborative leadership principles to demonstrate
      how to effectively "Think Globally & Interact Regionally!"

      Concentrate on four framing dimensions:
      1- Conservation
      2- Education
      3- Recreation
      4- Transformation
